UK to Lower Voting Age to 16 for Next General Election

The United Kingdom is set to lower the voting age to 16 for the next general election, expected by 2029, as part of a new Elections Bill announced on July 17, 2025. This landmark reform aims to enhance democratic participation while introducing measures to strengthen electoral integrity and accessibility.

The proposed legislation will allow 16- and 17-year-olds to vote in UK parliamentary elections, aligning with existing rules in Scotland and Wales, where the voting age is already 16 for local and regional elections. Deputy Prime Minister Angela Rayner, defending the change, stated, “People should have a vote at 16 if they can work and pay taxes.” The move, a Labour manifesto pledge, marks the most significant electoral change since the voting age was lowered from 21 to 18 in 1969. Critics, including Conservative shadow minister Paul Holmes, argue the policy is inconsistent, noting that 16-year-olds cannot buy alcohol, marry, or stand for election.

The Elections Bill also includes expanding voter ID options to include UK-issued bank cards, addressing barriers that prevented 4% of eligible voters from participating in the last election, according to the Electoral Commission. Additionally, the government plans to introduce automatic voter registration by leveraging data from agencies like the Passport Office, aiming to address the estimated eight million incorrectly registered or unregistered voters, particularly young people and private renters. The National Union of Students hailed the voting age reduction as a “major victory” but urged scrapping voter ID laws and enhancing political literacy in schools.

To combat foreign interference, the bill tightens rules on political donations, requiring parties to verify that donating companies generate sufficient UK or Ireland income. This addresses concerns about foreign nationals exploiting loopholes through UK-registered firms, as highlighted by reports of potential donations from US billionaire Elon Musk’s company to Reform UK. The Liberal Democrats welcomed the voting age change but called for stronger measures against foreign influence.
