The vessel had initially been spotted in the Caribbean, heading toward Venezuela, before abruptly changing course northward. US Position and Enforcement

White House Press Secretary Karoline Leavitt described the Marinera as part of a “Venezuelan shadow fleet” involved in sanctions evasion. She confirmed that the seizure applied to both the vessel and its crew, who could face prosecution in the United States. Leavitt emphasized that the operation is part of a broader strategy to enforce US sanctions and control the distribution of Venezuelan oil, promising that the oil will “benefit both the American people and the Venezuelan people.”

Secretary of State Marco Rubio further clarified that the US has “maximum leverage” over Venezuelan oil resources and intends to ensure access for US and allied companies while managing sales to stabilize the region.

Russian Response

Russia’s foreign ministry has urged that the crew aboard the Marinera receive “humane and proper treatment” and called for the vessel’s safe return. The Russian transport ministry stated the tanker had received temporary permission to sail under the Russian flag on 24 December 2025, but argued that no state has the right to use force against a vessel properly registered under another country’s jurisdiction.

The UK Ministry of Defence confirmed that British forces assisted the US in the interception, providing reconnaissance support through RAF aircraft. UK Defence Secretary John Healey called the operation part of global efforts to disrupt “shadow fleet” activities, citing connections between the tanker and sanctions evasion networks allegedly linked to Russia and Iran.
